President Trump has accused Voice of America of being biased against him. In March, he issued an executive order to dismantle the agency that finances the international news outlet.
The delay in disbursement has forced the news organization, which relies almost exclusively on congressional funding, to furlough some of its staff and cut parts of its programming.
Voice of America journalists had argued in a lawsuit that the administration’s actions violated their First Amendment rights.
The judge’s temporary restraining order will allow the federally funded broadcaster to stay open at least until March 28.
