“But for Mr. Trump’s election and imminent return to the presidency, the office assessed that the admissible evidence was sufficient to obtain and sustain a conviction at trial,” the report said.
Just 15 men remain at the prison, down from hundreds when it opened 23 years ago. But the costly operation could go on for years.
While the findings are dated, they come as many current and former Justice Department officials fear that the incoming Trump administration will run the department with an eye toward score-settling.
Both the Justice Department and the judge who oversaw the case were asked to stop the public release of the report.
